The MI Choice Waiver Program began in 1992 as the Home and Community Based Services for the Elderly and Disabled (HCBS/ED) waiver program. To access the HSW or MSS&S Waiver, the access center at the local community mental health services program can assist.

HSW serves persons of all ages with developmental disabilities who meet ICF/IID LOC and are Medicaid eligible (at or below 100% FPL).

MSS&S serves persons of all ages who have qualifying behavioral health needs, including serious mental illness, developmental disability and/or substance use disorders.
